Advancing primary health
care for all.
Designing and testing solutions for strong primary care systems.
What does a truly responsive and
sustainable primary care system look like
at the community level?
The Challenge
Despite major health system reforms undertaken toward achieving UHC, many communities continue to experience fragmented care, uneven access to primary services, and weak referral coordination.
- Many hospitals continue to serve as the first point of care, even for basic health needs
- Access to preventive and continuous care remains limited
- Health data is underutilized for clinical decisions and system planning
- Financing arrangements often burden patients and families
E4H’s Innovation+ platform is created to test practical solutions to these challenges and generate evidence to strengthen primary care delivery, financing, and system integration.
A Community-Centered Primary Care Model
BayanHealth® is a primary care innovation pilot that seeks to demonstrate how community-based, integrated, and data-driven primary care can transform local health systems. More than a clinic, BayanHealth is a living laboratory for health system innovation—where we envision service delivery, research, and policy learning converge to shape the future of healthcare.
Our goal is to demonstrate a practical, scalable model of primary care that advances the vision of the UHC in the Philippines.
“Financing primary care isn’t just about money—it’s about power, incentives, and governance. To make health systems work, funding must be aligned with accountability, local capacity, and equity.”
